A jpg is a digital picture, or they might want a picture that was created with a digital camera. You can use the camera in your laptop or cell phone.

A digital picture is a picture stored in a format such as jpeg, gif etc stored on computer readable media.
A scanned picture is a digital picture.

If it's scanned, it's digital already. The most common format is JPG.
