Hire it done? Buy a scanner? If so, what type (dpi, etc)? About what is the cost? Does it take forever to scan each one? What is better to scan, the prints or the negatives? Looking for any advice I can get. Thanks.

The BEST way is to take them to a professional lab and have them scan them using a drum scanner.

Go to kmar or walmart photo department, they have scanners there if you are hesitant to buying a scanner. Ask them what the cost would be to scan your images and place them on a cd. Only do this is you don't have many pictures.
If you have several pictures to scan, then buying a scanner is your best bet. Sell your printer and buy an all in one, scan copy print. I have a canon Pixma MP620 and it works great. It cost $110 at newegg.com. Scan your images between 150 and 300 DPI, depending on how you will use these pictures. I haven't scanned any negatives before, so I can't help you there. I can tell you that if you want to scan negatives then most all in ones would not be able to and you would have to just buy the scanner alone. Hope this helps.
