The Dadaist were the first to promote collages as art. Pictures from smaller pieces are called mosaics and that's been around for thousands of years. A new trend are photo mosaics which create a larger picture from lots of smaller pictures. Do a search for "photo mosaic" and you'll find several programs for under $50.
