Can someone tell me how to achieve the shiny/chrome effect in Photoshop on photos of a car? Mostly car pics in HDR.... I am using photoshop cs6

It's really easy, one way is to make the picture black and white on a duplicate layer, NOT THE ORIGINAL, and use the eraser tool to erase that layer over the blue ring (zoom in so you get only the ring). Merge the layers down and there you go.
