i went to image>resize>image size to do it please help?

Look at the pixel dimensions - not your display. Look at the percent of zoom. While the image might still fill your P.E. window, it might be shown at 33% of actual size before you resize and then at 66% of actual size after you do. It's the print output that changes.
Hit [CTRL]+[ALT]+[zero] before and after and see if it zooms in the same, more or less. Then you'll know if it's actually been resized.

I don't understand what you mean by "....the image stays the same but it says it's changed at the bottom." The only value, in the bottom left corner of the photo in the workspace, is the zoom level.
If you want to change the size of the photo in the workspace use the Magnifying Glass or go to View up in the main menu.
If you want to change the size of the photo:
1. Image>Resize>Image Size In the dialog that opens, make sure Constrain Proportions and Resample Image are checked. Use the middle section, Document Size. Set the units you want: inches or centimeters. Type in the height or width. Because the proportions are locked you only need to change one dimension.
Rule for resampling: If you make the photo larger, choose Bicubic Smoother. If you make the photo smaller, choose Bicubic Sharper.
Click OK.

thats what i do on version 7
i dont have a resize option or tab or tag or whatever they are called

In Photoshop CS4 you highlight the image and adjust the handles on the edges, but if its the only layer you double click on that layer to unlock it where it says layers. im not sure how alike elements is to CS4
