Citrify, iPiccy, PicMonkey, Ribbet, Picadilo, Fotor, FotoFlexer or Lunapic are great all round web based and FREE editing tools. Adobe, makers of the expensive Photoshop, has a free website version in Photoshop Express. If you are a former Picnik user than Picmonkey and Ribbet will be your best choices.

If you need/want more features downloading GIMP is a great options. Still free, but you have to download the software.

Download a free version of GIMP on this site: [link]

GIMP is a great free software you can use for a lot of graphic tasks like retouching photo, image and photo editing). I strongly believe GIMP is the best free tool for photo editing available online nowadays. It's as good and as powerful as photoshop but GIMP can be use also used by a lot of professionals.

I think Gimp can be used to retouch a photo. It's Open Source Software.

Take a look at http://home-photo-studio.com - it has the standard toolkit for photo retouching plus plastic effects - you can even change facial features with it.
