This is called "Starburst filter effects" in Photoshop

A sparkling highlight can be added with this technique to any potential subject like, jewellery, street lights, car headlights or shimmering reflections in water.

Step 1: Open your image. Select the 'brushes palette'. and from there select the star shape. If you are on the default set click on the little arrow top the right of the menu and load the Assorted set.

Step 2: With the desired brush selected, click on the colour picker and choose a suitable tone. An off white with a small amount of yellow gives a warm sparkle.

Step 3: Move around the photo clicking on areas where you want a burst to appear. Do not drag as it would produce a trail of stars.

Step 4: Save the image!

Hope this helped!

I think that it may be a good idea to familiarize yourself with both tools. Especially, if you want to do this type of work professionally.... Photoshop Elements sucks... lets just get that out there. But, if its the only photoshop you have access to, it'll familiarize you with the gui enough that when you start using something like Photoshop CS, its not a shocker for you. -Sometimes if you buy tablets, like a wacom tablet, they include software for free.... which is how I got Photoshop Elements 5 (better than 6 tbph), and Corel Painter Essentials. Keep that in mind, since buying Elements might cost you $120-150, when you could get a small tablet for that price with the software bundled... For Photoshop tho, if you're using anything less than Photoshop 7, you're going to be really limited on what you can do.
