I've seen loads of photos,professional photos having a warm and soft look. that's enhancing. but i would like to know if can it be made using a DSLR camera itself or it should be edited on photoshop??.

You can do it in the camera. Change the white balance. Or shoot RAW, and change the white balance later.
You don't even need Photoshop to change the white balance, it can be done in the RAW conversion software that comes with most DSLRs.
For soft focus you can use a soft focus filter. Or if you don't have one handy, one trick is to smear a regular UV filter with a little vaseline around the edge of the filter, or even using fine ladies stockings over the lens. You could also get soft focus in an image editor - Photoshop is not the only one capable, you could use the free Open Source image editor GIMP http://www.gimp.org and follow a simple tutorial like this: http://tech4tea.com/blog/2011/01/11/soft-focus-glamourous-celebrity-portraits-using-gimp-part-11-of-14/

Shoot in Raw and you can have any White Balance you want from cold to warm light in post processing without degrading the image as a filter might.
Softness can be achieved in PS, it's bristling with different tools to do it, but it never quite captures the softness you get in camera, many moons ago you could buy 'soft focus' lenses which are 'magical' in that they look soft, but still capture all the detail, an effect impossible in PS. These are as rare as hen's teeth and always command a high price, but if you see one cheap snap it up. All the major manufacturers made at least one.
You can get soft focus filters, some are adjustable by altering aperture (they have a clear spot in the centre), you can even apply a very thin smear of Vaseline to a filter to get a similar effect, but they are just not in the same league as a soft focus lens.

There are two ways to achieve what you are talking about.
1. Use filters on the camera. There are different filters for different task. I think even on DSLR that is applicable. Refer Url link 1.
2. Other method is use plugins in the photoshop to get those effects or use Famous standalone software, import photo and apply effects.

Note: Some DSLR provide opportunity to to apply effects in the camera and with their computer software which comes when we buy DSLR cameras.
