Where do I go to make my Photo look like Obama's Hope Photo?

I have seen other people make it look like Obama's Change photo, and I cant find where I can make it look like that. Does anyone know were I can go to? Honest answers please. Thanks.

Use Illustrator. The HOPE poster is a tri color screen print, so the pen or brush tool is the best way to give it clean edges like the poster. It'll take some trial and error, but the end result is definitely worth it.
