For free your best bet is GiMP. Otherwise the programs you should be looking at are Adobe PhotoShop Elements, Corel PaintShopPro, or Adobe PhotoShop CS6 (in that order). Each of these programs allows you to freely rotate images. It's worth mentioning though, that geometry will have an effect on the end result, as rotating an image reduces it's detail resolution as the square pixels will require aliasing, and you'll have to crop the image to remove dead-space that originally fell outside the area of the camera sensor.

If you just need to rotate a couple degrees to straighten an image that was taken a little off kilter, Picasa can do it fast, and free.
Everything else I've rotated with is much more complicated, requiring multiple steps. With Picasa, you select "straighten" and freely rotate the image to where you want it.

In case you click on the photo, it's going to be selected. You can realize it's chosen on the grounds that it has dots around the corners. You'll see, on the high center of the photograph, a line with a inexperienced dot. Should you put your mouse over the fairway dot and click, you'll become aware of slightly rotate sign. So, in actual fact click and drag the dot around until you've got bought the photo how you wish to have it. Then simply click off the photo completely to de-pick it, so you can be certain you will not make any more alterations by means of mistake. :-) good luck!
