Hi ive found a few pictrues that use this sort of filter in photoshop or photo editing effect.

im just wondering if anyone knows what it is or where i can get it.

I want to say it's filter paint-daubs followed by poster edges in photoshop. But I don't think that's quite it. Maybe underpainting? (I have adobe photoshop 6 so I don't know if the effects are different in less archaic versions)
