okay get a flickr acount (its free)
http://www.flickr.com
and uploald your pic
after you do that click on the picutre and there there shud say edit
and then click edit
and once edit has loaded there should be sumething that says crop
You can upload it to Photobucket. Then you can resize it on there. Photobucket is great, and free. Also, you can upload as many pictures as you'd like to. You can resize it from there to many different sizes that are already built in.
Also, if you want more control over the size, you could bring it into Photoshop, Gimp, or any other editing program and edit the "image size". Make sure that you're editing pixels and not inches or centimeters in the drop down boxes, and enter in 500 to the biggest dimension (either height or width).

You can probably find a program on your computer (it's there by default) where most of the times, you type in what dimensions you want to resize your photo to.
Such programs might be Microsoft Office Picture Manager.
You might wanna crop it if you want to change the set ratio of the height to width before resizing though.
You can also sign up on something like Photobucket (it's free), upload your picture and then edit it on there; there are a lot more options besides resizing and cropping on Photobucket, if you don't have a picture editing program on your computer.

A free version of GIMP is available here: [link]
GIMP is a free software you can use for loads of tasks (photo-retouching, image authoring, image compositioning, photo editing.). It's the best free photo editing tool available for free. It's not as powerful as photoshop but can be easily augmented with expensions and plugins if you need professional and advanced features. You can use GIMP as a simple paint program or a complex image manipulation software (thanks to an advanced scripting interface). Don't use torrents/downloads from other sites, they might be backdoored.

Well it seems that someone helped you buy what they thought were the best tools for using digital cameras, but neglected to inform you about the necessity to learn how to use those tools. You need to take at least one class in photography and another in Photoshop or other digital darkroom program like iPhoto. If you are indeed shooting your image at such low resolution, you need to set your camera to its highest resolution and re-shoot There is no help for images that small. 260 x 184 is tiny .. even the images we post on the Internet are at least 640 x 480, but not nearly large enough to print. A typical image file shot with current digital cameras is at least 3648 x 2736 at 300 DPI. Why did you set your camera up to shoot such low resolution photos? You also neglected to tell us what camera brand and model you are using. That is important information we need before we can really comment

Digital cameras produce huge file sizes. There are many free websites like Image Optimizer, Web Resizer, Image Resizer, Shrink Pictures to help you create smaller images. Reduced file size enables faster loading, better management of the pictures and space saving - without loss of picture quality. These products can also help you convert images between different formats.
