I seen a picture that has the same person in it multiple times but it looks like its one picture. Like one was sitting in a chair, another one was standing up elsewhere. How do I make a picture like that?

Download the GIMP (free) and get a real photo editing program.

I have seen it done using a photo stitching program, (came with my camera). Normally it is used for making panorama type landscapes using multiple images. The photographer can take a picture of someone else or using a timer on the camera so that the same person is in the image each time a picture is taken. The camera can then be turned slightly to form the next image and new pose. This does not require the use of photoshop.

Put the camera on a tripod so it will NOT move. Take photos of your subject in different spots (at first it is easiest if they don't overlap anywhere).

In Photoshop, start with a base photo as layer 1.

Add the next photo as a new layer #2, make bottom layer invisible (eye symbol in layers window).

Erase/mask everything except the person in #2 - you don't have to be really accurate around them as long as you left enough room between them and as long as the camera didn't move.

Make layer #2 invisible. Add layer #3 and again erase/mask everything except the person.

Now make all layers visible again and VOILA! You're done!

Once you start overlapping positions of your subject, you have to be way more accurate with the masking/erasing and with thinking about which layer needs to be in which position.

They took multiple photos with the camera in the same place and then merged them with Photoshop. Or, they took a single long exposure photo in the dark and then fired a flash multiple times with the person moving around.
