Luminance HDR, previously known as Qtpfsgui - try saying that quickly!!!

If you have Photoshop CS3 or later, it has a merge to HDR and tonemapping function for tonemapping the HDR images, but the results aren't as good as dedicated HDR software.
Photomatix and Dynamic Photo HDR are NOT FREE!!!! But both of these are very good, and not too expensive. My personal preference is for Dynamic Photo HDR.

I dont know what version of Photoshop you are using but I believe Photoshophas included an HDR routine in their software starting with the CS2 version. So if you have CS2 or later you probably already have the abiliity to do exposure merging (HDR). I am using CS5 and I can find the HDR routine by following the following menu selections: File>Automate>Merge to HDR

Photoshop CS3 and above have Merge to HDR function.
Both Photomatix & Dynamic Photo HDR have unlimited free TRIAL versions to download (image is watermarked on trial version).

Photomatix is the most widely used and there is a free trial available. But, as mentioned, it puts a watermark on your images.
